Prime-age men and their work problem - AEI | Poverty Studies Blog » AEIdeasThe Council of Economic Advisors released a report this week on the declining labor force participation rate of prime-age (25-54 years old) men in the United States. Fewer men working is a concern for a variety of reasons, but to add some perspective, 88% of prime-age men participated in the labor force in 2015 compared to approximately 75% of prime-age women. This means that the vast majority of prime-age men still work, but it’s true that each year a smaller share of them are doing so.

The declining share of men in the labor force is concerning because as the CEA wrote, “When individuals are in their prime working years, they are at their most productive; as a result, their labor force participation has outsized implications for broader economic growth, as well as for individuals’ earnings prospects and well-being.” From a poverty perspective, fewer men working means less income for their families and communities and the negative aspects of poverty become more difficult to address.
The CEA report attempted to identify the causes, attributing it primarily to demand-side issues. They write:
In addition to reducing wages, abrupt demand shifts for less-skilled workers create inconsistencies between workers’ expectations of the types of jobs they have traditionally had access to (and that were closely associated with their identity) and the realities of the jobs currently available to less-educated workers—for example, the decline in available jobs in manufacturing. This mismatch between what workers seek and what the job market offers may lead them to leave the labor force.
Only 16% of prime-age men who were not in the labor force in 2015 reported even wanting a job.

A plausible explanation, but inconsistent with the reasons nonworkers actually give for not working. If prime-age men (especially less educated men) were frustrated by the lack of jobs, we should see large percentages of them reporting that they want a job or that they are not working because they could not find one. Instead we see the opposite. According to data included in the CEA report, only 16% of prime-age men who were not in the labor force in 2015 reported even wanting a job.
And why do they not want a job? According to Census data, it’s because they say they are ill or disabled. In 2014, 47.1% of non-working prime-age men said they did not work at all in the previous year because they were ill or disabled – three times as many who said they could not find work. This pattern has changed somewhat over time due to the business cycle, but illness or disability remains a much more common reason for not working than the inability to find a job.

It’s possible that the low-skilled men who are unable to find a job eventually decide that they cannot work because of illness or disability. But it’s also possible that a breakdown in the desire and need to work coupled with less than ideal health is driving much of what we see. As Autor and Wasserman argued in 2013, “a steep rise in the fraction of U.S. children born out of wedlock, and a commensurate growth in the fraction of children reared in households characterized by absent fathers” may particularly harm boys and lead them to place less value on work.
A decrease in the desire to work may be enabled by government safety net programs. Although the CEA report argues that the availability of government support (SSDI, SSI, SNAP, etc.) does not contribute much to these trends, their arguments are based on survey data that vastly underreports benefit receipt and other analysis related to Social Security Disability Insurance contradicts their argument.
One of the most telling data points from the CEA report further reflects the declining value that prime-age nonworking men are placing on work. Rather than spending time improving their prospects for work, the CEA found:
The largest difference in how men in and out of the labor force spend their time is in time spent on leisure activities—socializing, relaxing and leisure, with nonparticipating men spending almost twice as much time on these activities than those prime-age men overall, and more than twice as much time watching television. Together, these patterns suggest that men are, on average, not dropping out of the labor force to specialize in home production or to invest in skills to improve their future labor market opportunities.
Having fewer men contributing financially to their families and communities is a problem. But focusing exclusively on the job side, as the CEA recommends, seems to miss a critical point. Most nonworking men do not seem to want to work, or at least believe that they are too ill or disabled to work. Changing our culture to place more value on work, getting the right incentives in public benefit programs to support work, and improving the health of prime-age men so that they can work are equally critical.
