Nearly 7  years after former Indiana governor Mitch Daniels began reforming the formerly bankrupt Indiana Medicaid program by implementing “Healthy Indiana“.  Illinois finally begins moving in the right direction with our Medicaid program. Between now and the fall of 2014, 1.7 million Illinois Medicaid recipients will begin receiving outlines of coverage for their new private health insurance plans.
This is the second positive step Illinois officials have taken to reform our Illinois Medicaid program. The first step begin in 2012 when among other things,Illinois finally implemented a TPA – Third Party Administrator. TPAs perform duties such as routine audits to determine if existing Medicaid recipients are actually eligible for Medicaid based on their income, still living in Illinois or for that matter still breathing. When I say ‘still breathing’ I’m not being facetious. Recent audit results found that our Illinois Medicaid program paid an estimated$12 million for medical services to people listed as deceased!

Chicago-Southside Residents Go off on Obama Over Amnesty: "Worst President Ever Elected" | RebelPunditOn Friday evening residents from Chicago’s Southside held a protest in front of the Chicago Police Department against the intolerable violence plaguing their communities and sounded off on President Obama for paying favor to illegal aliens crossing the southern border. Residents also called for the resignation of Chicago Mayor Rahm Emanuel and Police Superintendent Garry McCarthy for their failure to effectively handle the city’s violence epidemic.

The president’s handling of the illegal invasion in Texas prompted residents to call him out for ignoring the current state of Chicago, where 120 people have been shot and at least 26 killed so far this July.
“Barack will go down as the worth president ever elected, Bill Clinton was the African-American President,” one resident said, in response to the president’s performance on the job, “President Barack needs to pay attention to Chicago, if he can not pay attention to Chicago and the African-American community, he needs to resign.”
Another compared the current state of Black-American life to that during slavery, saying, “Today, if you look at the time that we were brought here as slaves 400 years ago, we got the same results today.”

Republican Texas Gov. Rick Perry refused to greet President Barack Obama at a tarmac photo-op this week, and instead challenged Obama to hold a “substantive meeting” with him to discuss the illegal immigration crisis currently engulfing states along the U.S.-Mexico border.
The White House requested that Perry meet Obama on the tarmac Wednesday as he gets off Air Force One on his way to Democratic fundraisers in Texas, which could have created another tableau like the “Chris Christie hug” during Superstorm Sandy, which helped Obama in the 2012 election. But Perry wasn’t having it.
“I appreciate the offer to greet you at Austin-Bergstrom Airport, but a quick handshake on the tarmac will not allow for a thoughtful discussion regarding the humanitarian and national security crises enveloping the Rio Grande Valley in South Texas,” Perry wrote to Obama in a letter Monday. “I would instead offer to meet with you at any time during your visit to Texas for a substantive meeting to discuss this critical issue.”

The United States District Court in the Northern District of Illinois has ordered the City of Chicago to reimburse $940,000 in legal expenses incurred by the NRA. The NRA had challenged Chicago’s ban on gun sales within city limits in Benson v. City of Chicago. The Benson case was consolidated into Illinois Association of Firearm Retailers v. City of Chicago and that case challenged five aspects of Chicago’s law: (1) the ban on any form of carriage; (2) the ban on gun stores; (3) the ban on firing ranges; (4) the ban on self-defense in garages, porches, and yards; and (5) the ban on keeping more than one gun in an operable state.
This is the second time that the City of Chicago has been ordered to reimburse legal fees in a suit sponsored by the NRA. The first was following the U.S. Supreme Court’s landmark ruling in McDonald v. City of Chicago, in which Chicago was ordered to reimburse the NRA more than $600,000.

State-licensed marijuana stores, which began serving recreational customers in Colorado at the beginning of the year and in Washington this week, are criminal enterprises under federal law. But as Al Capone could have told you, Uncle Sam still wants his cut: Selling marijuana is a felony, and so is failing to pay taxes on the money you earn by selling marijuana. The government does not make it easy to comply with federal tax laws, however. Section 280Eof the Internal Revenue Code, for example,bars marijuana merchants from deducting standard business expenses (although they are, rather counterintuitively, allowed to deduct the "cost of goods sold," including the cost of growing or obtaining marijuana). And when a business pays federal income tax withheld from employees' paychecks, the IRS insists that it be done via the Electronic Federal Tax Payment System (EFTPS), which requires a bank account. Cannabusinesses have trouble obtaining bank accounts, what with being criminal enterprises under federal law. The IRS does not consider that a good excuse, so when marijuana merchants pay the monthly taxes in cash, they are charged a 10 percent penalty. That is how Allgreens, a Denver dispensary, ended up owing the IRS more than $20,000 in penalties.

Beast Derails: 'Death Train' Strands 1,300 Migrants Making Trip to US Border


On the day President Barack Obama met with Texas Gov. Rick Perry to discuss the border crisis, at least 1,300 migrants were stranded when the so-called "Death Train" derailed in southern Mexico. 

Reuters reported that "a cargo train" nicknamed "the Beast," which is "used by Mexicans and Central Americans to travel toward the U.S. border," derailed on Wednesday in Oaxaca, Mexico."
About 1,300 migrants, many of whom were "young people," were reportedly stranded but not injured while riding what others have referred to as "El Tren de la Muerte," or Death Train. 
As Breitbart Texas has reported, "children who travel via Death Train must jump onto a moving freight car" and "minors who cannot successfully pull themselves onto the traveling cars fall onto the tracks" and "many are left with extreme injuries," like losing arms and legs. 
At least 57,000 illegal immigrant children have crossed the border since October of last year, and federal officials expect at least 150,000 more to do so next year. The number of illegal immigrant children unlawfully entering the country has spiked since Obama unilaterally enacted his temporary amnesty act in 2012. 
After the Obama administration sent more than $250 million in aid to Guatemala, Honduras, and El Salvador, administration critics have said Obama should cut off aid to these nations until they take measures to prevent their migrants from trying to enter the United States. Many of these nations want their migrants to go to America so they can send back billions of dollars in remittances, which account for a significant percentage of the GDP of these nations. 
Obama attended three fundraisers for Democrats on Wednesday and Thursday in Texas, but he refused to visit the border to see the crisis firsthand.

In December, April, and now May, the labor force participation rate has been 62.8 percent. That means that 37.2 percent were not participating in the labor force during those months.
Before December, the last time the labor force participation rate sunk as low as 62.8 percent was February 1978, when it was also 62.8 percent. At that time, Jimmy Carter was president.

Reality dictates a basic economic law that we all learned about but most people forget: supply and demand. In the instance of the automakers (suppliers) and the consumers (demanders), the automakers only make as many cars as they think will sell at the price that they ask for.  Otherwise, automakers create vehicles and they have a big surplus of cars that they can’t sell (this is the story of auto mass graves). Where fact becomes fiction is this: if the automakers were to continue making vehicles and stockpiling them, they would lose money by paying for materials and workers, but not selling the cars. If this were the case, the automakers would never make mass surpluses and just sit on the financial losses. This is why if any person does research on new cars, they will inevitably read about how automakers are cautious in the initial production numbers of new vehicles. For example, read about how Toyota is going to expand on the production of the (successfully selling) Prius V hybrid.

Representatives of 37 victim groups of the Colombian guerrilla gathered on July 3 at club El Nogal in Bogotá to meet members of the government’s negotiating committee and demand that the Revolutionary Armed Forces of Colombia (FARC) ask forgiveness for their crimes.
Victims of kidnappings and families of missing persons asked officials to address their request for active participation and presence in the peace process that has been taking place in Havana since 2013, in order to “talk to the guerrilla face-to-face.”
The event began with an offering of flowers in tribute to those killed and injured when the FARC bombed the club in 2003. Fabiola Perdomo, widow Juan Carlos Narváez, a politician killed by the guerrilla after seven years in captivity, then addressed the crowd.
“All victims yearn for peace. But making peace does not mean forgetting the dead, kidnapped, missing, wounded, and displaced,” said Perdomo. “The dead of Club El Nogal are our dead too. Your grief is our grief.”
Event organizers said they are ready to travel to Cuba and engage the guerrilla in conversation. They say they are willing to do so without losing their dignity, and urge the FARC to “put their arrogance aside and apologize to our victims and to Colombia.”
The journalist Herbin Hoyos said the goal of the meeting was to “ask the national government to guarantee the victims’ full participation in regional fora and at different stages of the peace process underway in Havana.”
Hoyos added, “This group won’t prepare a document with proposals to the FARC, but instead send a list of a hundred questions to the rebel group in their relentless pursuit of the truth.”
Politician and kidnap victim Sigifredo López also participated in the event. “The victims of FARC wish to tell Colombia and the world several things: first, we support President Santos in his efforts to end the conflict; second, that the victims groups won’t be an obstacle, (because) we want peace,” said López.
In addition, he asked for respect towards the victims and said that they “don’t want to become invisible,” and that “there is no peace without truth” in the context of the negotiation process.
Luis Mendieta, a retired general who was kidnapped for twelve years, expressed similar concerns. “It seems that there is pressure to make victims of FARC invisible; to deny that we exist; to silence our voices. That is, we do not have guarantees,” said Mendieta.

The peace process seeks to end a conflict between the Colombian government and the guerrilla that has gone on for more than 50 years and killed more than 220,000 people. The negotiations began in October 2012 in Oslo during Juan Manuel Santos’ first presidency. Since November of that same year, they have continued in Havana, and were a central issue in Santos’s recent reelection campaign.
For now, the government and the FARC have agreed on three out of the six points on the negotiation agenda: land reform, political participation for the guerrilla, and drug trafficking.
On the issue of land reform, the government and the guerrilla have reached agreements on various points, including access to land and its use, property formalization, the agricultural frontier, and protecting the Reserve Zone.
As far as political participation, both sides have agreed to create “zones especially affected by the conflict and neglect” that will have their own seats in the House of Representatives.
Finally, they agreed to intensify the manual eradication of drug trafficking, and the FARC pledged to cut any ties with this illegal business.
The next items on the agenda are the victims, disarmament of the guerrilla, and developing a method to confirm the agreements.

A Public Yearning to Participate

Juan Esteban Ugarriza, a professor at the University of Rosario who heads the Experiments on Political Reconciliation in Colombia research project, said during an interview with the PanAm Post that there is massive interest in participating in the peace talks in Colombia, and that the government should provide mechanisms to make this happen.
“We see it all over Colombia, in the cities and the communities we visit. People would like to have a better chance to participate, to have more access, a better chance to be part of the debate. They want to have access to the authorities who make decisions,” said Ugarriza.
“Perhaps what is happening with the peace process here in Colombia will open new possibilities for involving communities.” The professor added that he believes it is important to “not just create the mechanisms for public participation, but also the right conditions for communities to make use of them and fully participate in the public debate.”

Global warming latest: Amount of Antarctic sea ice hits new record high | Mail Online



The levels of Antarctic sea-ice last week hit an all-time high – confounding climate change computer models which say it should be in decline. 
America’s National Snow And Ice Data Center, which is funded by Nasa, revealed that ice around the southern continent covers about 16million sq km, more than 2.1 million more than is usual for the time of year.
It is by far the highest level since satellite observations on which the figures depend began in 1979.
In statistical terms, the extent of the ice cover is hugely significant.

Senate Proposal Would Restore Bankruptcy Protection For Private Student Loans



Legislation unveiled by Sen. Tom Harkin (D-Iowa) Wednesday as part of a larger higher education package would allow private student loans to be discharged in bankruptcy.
The Higher Education Affordability Act, introduced by Harkin as chair of the Senate Health, Education, Labor & Pension Committee, includes a host of items that aim to address college costs and debt. The entire proposal out of the Senate is largely a Democratic wish list for reauthorizing the Higher Education Act.
Private student loans are currently nearly impossible to discharge in bankruptcy, due to a bankruptcy reform package pushed through by Republicans in 2005.
"The upcoming reauthorization of the Higher Education Act, which the HELP Committee has been focused on for nearly a year, presents an historic opportunity for Congress to focus attention on college affordability and accountability, help borrowers with existing student debt, and increase transparency so students and families can make informed decisions," Harkin said in a statement. "This proposal is based on recommendations the Committee has received through its series of bipartisan hearings."
Reforming the policy around bankruptcy and private student loans has been something of a pet project for Sen. Dick Durbin (D-Ill.), who has pushed the ideafor the past few years with little success.
A House Republican proposal for the reauthorization of the Higher Education Act,according to a white paper from the Education & Workforce Committee, is largely silent on private student loans, apart from hints at better financial counseling for potential borrowers.
Private student loans make up about 15 percent of the overall education debt,according to the Wall Street Journal. The major players in the industry, which has shrunk since the Great Recession, are Wells Fargo, Sallie Mae and Discover Student Loans.
Unlike federal loans -- many of which now carry options like income-based repayment, loan forgiveness and extended deferments -- private student debt has no required protections for struggling borrowers. Payments and interest rates for private loans are frequently far higher than those the government demands from graduates, and banks usually ask for a co-signer on private student loans.
Under Harkin's proposal, federal loans would still not be eligible for bankruptcy.
Private student loan borrowers typically carry more debt than the national average, according to the Consumer Financial Protection Bureau.
Consumer advocates have mocked the rule that bars bankruptcy for private student debt as a "special circle of bankruptcy hell," and the liberal Center for American Progress has floated ideas for making certain student loans eligible for bankruptcy.
Efforts by President Barack Obama to address existing student loans has mostly ignored those who have debt from private lenders.
Harkin's office is soliciting feedback on the proposal via email atHEAA2014@help.senate.gov.

A college degree used to be a near guarantee you'd be able to secure a good-paying job that made use of your education.

The after effects of the recession and mounting student loan debt, in addition to longer-term changes in the labor market, have forced many of today's graduates to take the first decent offer they receive — even if they're overqualified for the position.
Some 35% of millennials with a bachelor's degree say their first full-time job didn't require a college degree, according to an exclusive survey of 548 millennials in the U.S. The survey also revealed that salary, along with career advancement, proved to be millennials' biggest job motivators.
Unfortunately, the number of millennials working in jobs they're overqualified for isn't that surprising, considering the U.S.'s growing underemployment problem. According to a 2013 study by the Center for College Affordability and Productivity, the number of college graduates entering the workforce will be more than double the jobs available that require at least a bachelor's degree. That means there just aren't enough high-paying jobs for the number of qualified job seekers out there. 
Additionally, with student debt growing faster than any other type, many graduates choose paying the bills over holding out for a more prestigious job offer. 
"These students are graduating with more student debt on average than any previous generation," Brooks Holtom, associate professor of management at Georgetown University's McDonough School of Business, told Business Insider. "While there is abundant talk of work-life balance concerns for this generation, the hard realities of debt and low expectations for salary growth emphasize the importance of starting with the best pay possible at the first job."
Millennials find jobs where they can, even if it means starting their career in a job below their education level. And while plans to relieve student debt are a step in the right direction, there aren't any long-term solutions for underemployment currently on the horizon, says Richard Vedder, director of the Center for College Affordability and Productivity.
He expects the job market will continue to narrow, placing increasing pressure on job-seeking young people.
